What You Should Know About Health Insurance When Moving from the Balkans to Austria

This is not only vital for protecting your health but also a legal requirement for obtaining a residence permit in Austria. The rules for joining Austria’s public health insurance system (ÖGK) clearly outline how to register and benefit from its coverage.

 

Before Arriving in Austria

You must have valid travel health insurance for Austria. This is particularly important for Turkish citizens requiring a visa to enter the country. The insurance should cover emergency medical incidents during your stay.

As a citizen of a non-EU country, when applying for a residence permit in Austria, you must provide proof of comprehensive health insurance that covers “all risks.” Travel insurance alone is not adequate.

 

Health Insurance with ÖGK – For Employees, Unemployed Persons, or Students

If you are unemployed, you can choose voluntary self-insurance. The monthly premium for full coverage is about €495 (as of 2025), with potential reductions for students or other qualifying groups.

If you are employed, your employer will automatically register you for the public health insurance system. This means that the insurance is compulsory and funded jointly by you and your employer. The total social security contribution typically ranges from 21% to 22%.

As a student from a non-EU country, if you meet the conditions (such as university registration and proof of residence), you can benefit from ÖGK’s student self-insurance, which is considerably cheaper than private health insurance.

For citizens of the Western Balkans residing in Austria, health insurance is compulsory. To initially obtain a residence permit, you must have private insurance. Subsequently, once you start working or become eligible as a student or through voluntary self-insurance, you can switch to the public health insurance system (ÖGK).
