Western Balkans countries are granted direct conversion for driver’s license in Austria

What documents are required for direct conversion, without the need for a driving test?

The Western Balkan countries are included in Austria’s list for recognition of foreign driving licenses. For other countries, the conversion process still requires a practical and/or theoretical driving exam, unless similar agreements are signed in the future. 

Austria’s decision to recognise driving licenses from Kosovo and Albania came into effect on March 1, 2025.

What documents are required for direct conversion, without the need for a driving test?

The applicant must have:

  • A valid original driving license issued by the authorities of the countries mentioned earlier. A court-certified translator in Austria must officially translate this document.
  • A valid identification document, such as a passport or national ID card.
  • Proof of residence in Austria (Meldezettel).
  • A valid Austrian residence permit (Aufenthaltstitel).
  • One biometric passport photo.
  • A completed application form for license conversion, which can be obtained in person at the local municipal office (Verkehrsamt) or downloaded online at: www.oesterreich.gv.at
  • A medical certificate from an authorised general practitioner (Hausarzt) to confirm that the applicant is physically and mentally fit to drive.

A list of authorised doctors can be obtained from the municipal office (Verkehrsamt), or in the case of Vienna, at MA 65, or online at www.aekwien.at. The official medical certificate issued is titled: "Ärztliches Gutachten gemäß § 8 FSG" (Medical Report in accordance with Section 8 of the Austrian Driving Law).
